Abstract

This research examines the influence of government counseling assistance on entrepreneurial startups. While prior research found extensive support for counseling assistance’s effects on benefits to governments, these results have been general in nature. Using a resource-based view as a framework this study investigates the extent to which public assistance in the form of counseling acts as a resource for nascent and potential entrepreneurs and their subsequent performance outcomes. This study seeks to use four years of data from the Annual Impact Survey to explore (1) whether effects of counseling assistance diminish; (2) what are the differential effects of counseling for men compared to women; and (3) the differential effects of counseling for whites compared to minorities.
