Implementing a groundwater control board
Abstract
Memphis, Tennessee, situated on the banks of the Mississippi river, has never utilized this vast resource for water supply. Instead, Artesian wells have supplied the Memphis, Tennessee region with water for residential, commercial, and industrial use for over 100 years. The preservation and protection of this valuable resource has been designated to a groundwater quality control board composed of water supply professionals and private citizens. In its short existence (since May 1988), the Board has concentrated its efforts on revising an existing well construction ordinance. Progress has been made in community realization of the importance of the resource and the regional approach which is necessary for the proper management of this resource. The Board has been frustrated in dealing with the U.S.E.P.A. relative to a groundwater contamination issue.
