Critical review of the Pangue Dam project EIA (Biobio River, Chile)

Abstract

The Pangue project is a large dam currently under construction in the upper reaches of the BioBio, a river of enormous social and economical importance. In 1992, the author was asked to revise the Environmental Impact Assessment (EIA) for this project. He found out that the report was more a propagandistic justification for the project than an EIA of its potential effects. This case study not only raises serious ethical issues about the objectivity and quality of some consulting work done in less-developed countries by profit-seeking private firms but also shows how untruthful is ENDESA (owner of Pangue) to its claims that Pangue is being built following the principles of the sustainable development concept.
