Colonel West A. Hamilton a 96 year old retired officer in the District of Columbia National Guard, is promoted to the honorary rank of Brigadier General in ceremonies at the D.C. National Guard Armory. Pinning on the new rank are the Commanding General of the D.C. National Guard, Major General Calvin G. Rranklin and the Secretary of the Army, John O. Marsh, Jr.
