Description

Mrs. Cornelia Crenshaw sits in the Memphis City Council chambers in protest at a rate increase in utilities by Memphis Light, Gas & Water. The protest was in memory of two of Mrs. Crenshaw's fellow church members who died during a heat wave in 1980.
