BOSTON, JAN. 21. The Weather.--For several days past the weather has been extremely cold. The thermometer on Saturday was 9 degrees below 0, and has been nearly as low several mornings in succession. A snow storm commenced on Saturday and has continued since, but with little mitigation of the cold. At Portsmonth, on Friday last, the mercury was 4 below 0, from 5 to 3 o'clock, P. M. At Vergennes, (Vermont) on the 13th inst. the thermometer at one time stood 30 below freezing.
