Description
Former congressman Charles C. Diggs Jr. is one of approximately 2,000 members of Howard University's 1983 graduating class. Diggs, whose pursuit of a bachelor's degree was interrupted by a stint in the military and nearly 30 years of public service, completed an undergraduate major in political science in Howard's university Without Walls, a special alternative educational program.
