Description

Frankie M. Freeman, a lawyer and member of the Howard University Board of Trustees, is one of the leaders of a newly formed civil-rights group attacking an antibusing proposal in Congress. The former member of the U.S. Commission on Civil Rights says the measure, the Helms-Johnston Amendment, threatens the authority of federal courts to achieve school desegregation, leading to an "erosion of basic rights."
