Bird Sr., Superintendent of Industrial Schools District, Memphis, TN, 1864 October 31. Bird details some suggestions and a report for the month of October 1864. Bird stated, "I have the honor to report that during the short time I have been acting without instructions under Special Orders from you, I have had manufactured out of clothing turned over by hospitals nearly (200) two hundred garments mostly for boy and girls..."
